Why drag out fixes for months?

The most likely answer is that the balance team is busy designing elite specs for the next expansion. We already know they've switched to a mostly expansion-based model going forward, and future developments will likely involve minimal balance changes and instead flooding the game with classes and skills like GW1.

 

It was awful for them to balance, but the truth is, the playerbase prefered that design method, and its easier to just replace something thats not useful rather than try to fix it.
