Let slick shoes pulse the knock down in PvE again

The skill was pretty strong for PvE breakbar demolition, then got changed to just apply the knockdown once on each enemy. While this makes sense for PvP, I think we can give it back the pulsing CC in PvE again.

The skill is literally nothing else but CC, so having it excel at depleting breakbars seems reasonable. And guardian's sanctuary has been allowed to do that same thing for ages now, while also being a light combo field, projectile block and providing some healing....

Just think that this could actually make slick shoes worth taking in some scenarios again.
