Cannot use Choir Bell or Silky Sand

When double-clicking on a "Choir Bell" item, the bell is consumed and a red error messages states that my character can't transform.  Shouldn't a bell appear in his hand and he just waves to ring the bell?

 

Similar problem with 5 Piles of Silky Sand sitting in the character's inventory. Double-clicking on Silky Sand used to split it into crafting material sand but instead a red error message pops up and says my character can't use that now.

 

This came up after the start of Wintersday Festival 2022.

-- Exactly *10* piles of silky sand are required.

-- The Choir Bell is bugged according to the Note section on its wiki page.

No mount; out in normal, non-instance areas of Kryta.

Were you holding anything else, like e.g. a snowball? Just tried it with one and it shows what you described.

 

For the second part, you need 10 piles of silky sand to use them.

Ah-hah! 10 piles of silky sand are required, just like you said.

 

Did a facepalm when I fully read the item description pop-up.

 

Parked my character off to the side of a bank, checked the description pop-up of every item in the personal inventory and then did the same with the bank inventory. So easy to get caught up in the frenzy of fighting, scavenging, and stories and then totally forget to back off and take stock every so often.
