I went to LA on 3 different characters until he said to check my achievements. It says I got it but the Novelty Tonic is locked and not yet discovered. I got no such item. Even used https://gw2efficiency.com/account/overview?filter.name=Friend to try to find it that way in case I am missing it somehow. It is nowhere on my account, on NONE of my characters, and this is the FIRST time this month I have logged into my account. How is this? My sister has her own account, but she is out right now, but maybe she got it, and it is because we are on the same IP or something (same computer). We each have our own account as it is supposed to be but yet .. Well, I will have to see if she got hers. She went to LA, and she got the achievement and the item right away!! She said she had to click the item more than once before it unlocked, but that could just be a faulty mouse (she has sleep apnea and has dropped it so many times that she refuses to buy any more new ones). So she got it! .. Bah! Why not me? Well I will try to log in as with any issues no one has a clue about "turn it off and on again" or in this case, "log out and back in again". It comes in a floaty chest in the bottom right of your screen, just above the mini map. Where your level up rewards appear. I'd be checking whether it's hiding there on any of your characters. When you get the item you can activate it but to add it to your account to always use without having to have the potion in your inventory you have to right click on it and select to add it to your account (forget the actual wording now). Anyway, that was not my case. In my case I did not get it at all. Only the achievement. I submitted a ticket and Anet sent me the item in mail. All solved now.
