Minor bug : Harbinger pistol 1 vs Elementalist dagger 1 : wrong timing on Necro.

Hi

playing Harbinger since a few days I've noticed that Vicious Shot and Vapor Blade, a skill I also use on my Ele, have both ½s timing, like many other skills.

Comparing these twos, I can make a video if you wish, shows how wrong the timing on Vicious Shot is, this one being close to ¾s-1s and not ½s.

IMHO, it might be clever to change the information on the skill with the right timing (0.8s ?)

(Notice I don't ask for any mechanical or animation changes ^_^)
