Quickness Herald Suggestion

Elevated Compassion reworked to make Facet of Nature pulse Quickness when it is active. (could be the 1.5 secs suggested from the devs/ per 1 sec)
This would fit with Renegade's way to give Alacrity and would not force us to use skills in a unnecessary way; like, I don't always need to have Ventari bubble on and I would love to have energy to cast Rite of the Great Dwarf or use weapon skills ;_;
