I'm on EU server but living in the US for few months, and usually my ping in around 150, but now it's like between 3000 and 4000. Unplayable. And it's only with GW2, I have other online games and no problems at all. I already try all the troubleshooting tips ANet recommands (reboot router/modem/pc, disable security software, repair client, clear game cache) but nothing change.
