Similar issue here but playing from Aus.

Everything was working fine until a few days ago and am now getting 2k+ ping if there's more than a handful of player characters or something mildly intense on the screen. Nothing was changed by me on my end so I don't know what caused this problem.

hey, I installed and tested the 1 hour for free on wtfast, and its fixed my lag also gave me 20 - 30 less ping, game feels smooth and great since

For all you guys seeing this issue, do try Mudfish which is pay per use and I would consider affordable. Really helps me with my guild's lead TT, BLA, TM and other commanders' lead Teq, Jormag. At least now I can join those event without much of an issue.

EU should have better ping, if you do a trace route to a map server, you can see from OCX/SEA it goes through Singapore, then to Sweden, finally NA

if the issue is with the route there is not much Anet can do, it's what your ISP had purchased; but if the routing issue is happening within AWS it could be issue with the physical (managed by AWS) or virtual switch (managed by Anet) at AWS

so if the game is showing significantly higher than 244 then there's something very wrong at the internal switching side at the AWS data centre
