Why does Decades Saga pants have different number of dye slots on different characters?

On my human male there are 4 dye slots but on my Sylvari female there are 3. Is it specific to races?

nothing to do with race or gender, the Medium pants skin has fewer dye slots because part of the skin is combined with the chest peice
