Engineer shift signet is broken in WvW

Shift signet is applied out of order when it interacts with pulls, and then it's on cooldown. Example: the shift signet moves the engineer away from combat where a pull goes off around the same time. The server applies the pull after the shift signet even if the signet went first and rubber bands the engineer back near the starting point, even if the pull is out of range. Shift signet is now on cooldown.
