What's the point of the rollback to LA?

I was walking in Queensdale when the game disconnected and i was in LA when i back to the game, with lots of players being teleported to the same place from different maps and everyone confused.

I assume that happens when the game loses the information on where your character was. that can also happen when logging out regularly.

Sometimes it logs you back in at a specific point on the map you were on and sometimes it returns you all the way to Lion's Arch.
