'Nearby Allies' means others I'm grouped with, or anyone within range?

While looking at descriptions for various skills I see a phrase such as "Grants xyz to yourself and nearby allies..." or words to that affect.  Is the affect granted to any other player within range, or only those with which I am grouped with (so if solo no others are affected?)?  Thank you for your time and assistance.

i think it first prioritises you (so five targets means four allies), then your party or subgroup in the squad, finally the whole squad and then randoms. this is why players are organised into subgroups in raids, and why you want to be partied with other players when playing with them.

 

random players do get your boons and heals but its (mostly) unpredictable who gains benefits.

Priority:
Group in range > Players outside of group, but in range > NPCs in range

This is kind of important when doing NPC escorts and you want to buff them with swiftness and superspeed. If the players stick too close to the NPC, you can never buff it. Same goes for pets.
