What controls if you can open both sets of chests on janthir meta?

Sometimes I can open both sets, sometimes just one set of chests (north or south).

Map chat is conflicting about if its because you swap or not (one map saying you need to swap, one map saying you dont...)

Can we please get some consistency on whether you can (or should be able to) open both sets of chests after the meta?

I have done the meta four times so far, and in all four runs I could open both sets of chests, the north meta ones and the south meta ones. Minus the main event reward chest, of course.
