Does the amount of ranked games played factor into rating gain or loss?

I'm only gold 2-3 and yet my wins are somehow only 7 or 8 point again but losses 14-16, I have played a lot of ranked games is that perhaps why?

I would think yes. Feel like you've settled into where you should be rank wise? From what i've seen here that ratio seems about right, though some have had even greater swings in differential say like 3 a win while still close to 14 a loss at higher ranks. Anecdotal as I'm basing on what I've read here as I don't have it in me to run ranked last couple seasons for a myriad of reasons.

Yes and no.

Glicko2 has an element called rating volatility which increases when you don't play for a while or when your performance is inconsistent with your expected performance (when you lose but were expected to win, etc.). It also starts out at its max for unknown players.
