Legendary Precursor Collection for The Predator with PoF without HoT

I just bought The Predator Vol. 1 to start the legendary precursor collection for The Predator but found that an item in the collection, the Pact Sniper Rifle https://wiki.guildwars2.com/wiki/Pact_Sniper_Rifle, requires HoT to gain access to. I only have PoF and not HoT. Does that mean I cannot craft the precursor for this legendary?

Precursor crafting is a HoT feature.The Guild hall will also require HoT iirc.

The mastery track for legendary crafting which enables me to begin the collection is under core Tyria masteries though which is unlocked to me with only PoF. Hence I assume precursor crafting is also available to me? Unless that is the bug instead.

Yes it is under Central Tyria, however, precurser crafting was introduced with HoT, and is considered HoT content, most of the collections require parts from the HoT maps.Whether this needs altering to remain locked unless you buy HoT should be down to Anet. It really should be to save confusion.

it is one of tyria's masteries but still it's Heart of Thorn expansion's content.
