These echos on emissary chest are permanent upgrade?

if yes wow nice.....
i completed WoJ first time on saturday, and take a look today when emissary chest rotate, all lights are already "Echo".
my week routine is heavy so i dont have head to do "hard" strikes on week, but i wanted open the "maxed" emissary chest today... its a great surprise.
I just want confirm, if its true or im become crazy or dumb

It resets / refills every Monday if you open it. If you didn't open it the chest doesn't reset the orb.
