Is Charrzooka and engineer

I would like to know if Charrzooka is affected by the Engineer speculations like explosives?

The explosives specialization makes kits like the grenade kit and bomb kit apply vulnerability on foes. Unfortunately, the Charrzooka isn't affected by the specialization.

If you mean the weapon Rifle Charrzooka, traits that affect rifles will apply.

I mean the charr racial skill

Then no. No racial skills gain any benefit from any traits.

Charrzooka is not weapon kit and none of it's skills are explosion so no, it is not affected by boosts on these. You can boost it's damage like any other skill or increase burning the skills apply.

Okay so none of the engi's specializations boost it in any way?

Well, that is not completely true either. Your stats and traits will still boost it like any other weapon skill. Glass Cannon will increase its Damage when above health threshold. Aim-Assisted Rocket will sometimes shoot extra rocket at target. But these work with any weapon skill.

There is nothing special in Engineer spec to make Charrzooka better then compared to Charr thief or Charr mesmer. And it is not good enough racial skill (none of the racial skills are good once you unlock class-specific elites) to be used instead of Mortar Kit or Supply Crate.

Absolutely nothing except basic stats (power, condi damage) and everything-encompassing traits (like +5% dmg on foes with no boons) affect it.
