Mesmer re-balance question of Devs

The post on the rebalancing for the release of Path of Fire contained the following statements about Mesmer skill and trait changes;

Persistence of Memory: This trait has been reworked. It now causes shatteredphantasms to transfer their boons to the mesmer.(sic)

Phantasmal Force: This trait replaces the slot left open by Ineptitude andhas the following effect: Phantasms gain a 1% damage boost whenever might isapplied to them, and a 4% damage boost whenever they attack (maximum bonus25%). This bonus damage lasts until the phantasm is destroyed.

To the best of my understanding, Phantasms do not receive boons. If that is the case, then both of these are strong nerfs though they appear to be buffs. Please explain.

Phantasms aren't affected by Might, but they are affected by most other boons. I'm pretty sure this is an old behavior (like pre-beta), since 25 stacks of might on anything is a major bump in damage. This change looks to sync up with the Mirage's damage ramp up, which is trying to specifically reward players for keeping their illusions alive as long as possible. Individually the Phantasms hit pretty hard, but this is actually a major buff to their sustained DPS. Persistence of memory has insane potential for boon share mesmers (or even solo mesmers), where the phantasms can collect excess boons, stack them on the mesmer, and then copy them back out. Depending on how the behavior stacks boons, they could realistically echo another Chrono, while still being a DPS slot.
