Hi, I have computer i5 3,2Ghz GTX 960 2GB and 16GB ram. Can I play high graphics settings and have 60fps?

Hi, I have GW2 + HoT and PoF but i cant buy EoD in premiere day so still worth play if don't buy EoD? Will I Be able to continue what to do and with someone, I lose a lot without EoD? I m going to buy it but only 2-3 months, beacuse i want first buy new computer.
