This happened to me yesterday, seemed to help if i first unequipped the weapon, ,re-equipped then added legendary sigil and selected what i wanted..but a long winded way of doing it -
I threw away 2 boxes without realising to equip them, being level 80, i contacted support and they replaced the boxes for me.

i had this problem for a few tries, my way around it was as soon as u walk over to Rox and dialogues start, spam skill 1 so you are constantly moving, a cutscene should start after the dialogues..hope this helps -
