Same bug for me. The eagle eye hammer says I have the skin unlocked but it does not show up as unlocked in the Eagle Eye Weapon Collector achievement (stuck at 15/16). -
Happens for me, too. Every time I swap characters I get stuck in a loading screen, in addition to the character select artwork not loading. Edit: To add info and consensus to what everyone else is saying, I also have a lot of characters on my account (52 characters).
