Why does the phoenix assign the AA from the pet into the soulbeast merged F1?

Is that like a bug? Why put a 1/2s skill in the merged F1? (not kidding 1/2s CD skill) 

Are there other EoD pets with the same *bug? Do we have an actual explanation from Anet?

Can we have normal merged skills?

Another weird thing about phoenix is that none of its abilities are labeled as beast abilities.

The discounted mortar makes some some sense I can get it although is garbage too... I don't like clickfesta and that turtle F1 is exactly that.
But why the phoenix F1? It does not damage, it does nothing.... And in 1/2s CD.

I can see it having some moderate use in WvW allowing us to hit enemies attacking walls without needing to have a direct line of sight but it's not much and sadly probably the only thing this spec contributes to the mode as a whole
