Returning player, hit max level on base game when it came out. Should I buy POF/HOT or end of dragons?

Is there a level progression for this new content? Do I need to go through one expansion to get to the other? Appreciate any help.

There is no level progression, only mastery systems that are unique to each respective expansion.

I would strongly suggest getting HoT/PoF over EoD if you don't intend to get both right away.

HoT probably has the coolest / best maps among all expansions. You also get 2 elite specs for each spec instead of just one since HoT and PoF are bundled together.

There is story progression (if you care) but no level or gear progression.  And, I agree with Linken, there very likely will  be  a sale next month as it is the game's anniversary month. The gem store has lots of sales, and expansions very likely will too. 😎
