Toxic Trail Instability and Exposed

How does this work now? When we blocked the toxic trail with aegis or engineer shield 5 the mobs nearby didn't get the exposed debuff. Is it invisible or a bug?

It says the following when you mouse over instability: Enemies leave a trail of poison behind them. Blocking a toxic trail attack will absorb it, cleanse poison, and pulse exposed to enemies near the source of the trail.

Tried it at Chaos Anomaly in Chaos fractal, stood on poison at its feet, blocked it, but nothing happened. Also tried in Aetherblade fractal with tons of mobs, still nothing.
