high gpu load

EDIT: So I decided to check what zones this happens in. So far I am only seeing it happen in Domain Of Istan. 

 

Not sure if this is normal or not. Been playing on this new pc for about a year now. Just today i noticed the TP acting clunky. So i opened Task Manager. gpu in the upper 90s just sitting still. Temps fine lower 60C area. Memory load lower 20% same with mcu. 

Havent changed any setting using recommended. Not overclocking or anything like that. Is this normal? Pc is up to date with drivers. only thing I am running is a old bios which i am looking into updating once i do some more research.  Thank for any input

Issues with Istan been there since day 1 when it was added to the game.

There is one area in there that drains your fps drasticaly.

Anet sucks with fixing some of the issues and they just let it be messed up for years and years.
