Spiteful talisman reduce the ammo count of soul grasp from 3 to 2 and doesn't reduce recharge of soul grasp [Merged]

Aug 23 patch reduces Soul Grasp cd from 15 to 12, while increasing the ammo count to 3.

But Necromancer Spite 1-x-x seems to replace Soul Grasp to the old 15s cd version with reduced 20% cd (which is now 12), while the ammo count is 2.

You can test this very easily, equip a focus and take the spiteful talisman trait.

Soul Grasp was changed with the 23. August patch to 3 charges at 12 second CD baseline (from 2 charges at 15 second CD) - yet when taking the Spiteful Talisman Trait (which reduces Focus skill CD's by 20%), Soul Grasp reverts to 2 Charges, and CD goes from 15->12, rather than reducing the now baseline 12. 

 

Also the skill is still so bad it's not worth pressing over Auto Attacking so the extra charges and reduced CD hardly matters, but that's not part of the bug.
