[EoD] Event won't spawn: "Help find and return the lost toys to the children"

This is the very last EoD event I need. It is part of the "Eternal Seitung Harbor Shenanigans" achievement ("Find the toys stolen by mischievous spirits.").

I have tried several IPs, dusk, night, dawn and daytime -- but it just won't spawn. At times, the child would stand up and the door to her home is open, but she won't come out.

 

Update: Oh, wow... After 4 hours of waiting it finally spawned!
