The First City, unable to progress

During the quest the NPC's are all supposed to stand on a pad to help you progress. Frostbite's AI doesn't actually want to do this making it impossible to proceed.

It is by design that Frostbite can't stand on that. Perhaps something in the instance can weigh it down?

Found the item. Frostbite moves right next to the pad which is counter intuitive if it's not supposed to trigger it when all the other NPC's move to stand on the pads. Could it be moved to stand closer to Rox or farther away so that it's more obvious it's not a part of the puzzle? This felt like the AI not doing as intended just like the combat AI for Brahm and Rox stuck and had them standing around doing nothing for a while in the fight in the previous room, and similar happening quite often in any fight that you have helper AI NPC's.

You need to place branded crystal on all pads and 2 branded crystals on last pad

Listen to the dialogue. You place items on the two pads and then like three more on the larger one.
