HeliosMagi.9867
Staff 3 should provide its boons and heals regardless of whether an enemy or ally is targetted. If you really want an ally target skill on Warrior Staff, the 4 skill would make way more sense. Staff 4 enemy target would pull enemies and CC just like it does currently, its ally target effect could pull downed allies toward you. That would make way more sense. Geoff Fey.1035
No skill in GW2 should have direct Ally Targeting. The game mechanics (UI, chaos of combat, priority to enemy selection) are not conducive to it. Directed skills, ground-targeting, aoe-around-enemy, pathing skills, AoE around caster--all of these work with how the game was designed. Ironically, Specters are currently incredibly useful when they ignore that mechanic entirely: DPS - no Ally Targeting required (Enemy targeting only) Alacrity - no Ally Targeting required (AoE skills in shroud) Healing/Barrier - no Ally Targeting required (AoE skills in shroud, AoE healing via ground-targeted Wells, AoE when exiting shroud) Utility - no Ally Targeting required (Venom AoE, Preparations placed on ground without target, Wells ground-targeted) Couple this with the fact that other professions party-wide support (without Ally Targeting) outclasses Specter's support so their single tethered ally and things start leaning towards depressing.
