To see this option, players must first unlock access to the Wizard's Tower by completing the sixth Guild Wars 2: Secrets of the Obscure story chapter, Tower of Secrets. Works for me for both Royal Terrace and Thousand Seas; use the option, 'View destinations outside Central Tyria'. Choices are Wizard's Tower and Arborstone.
