I am told that the goal is to keep the opponent helpless and within range of a shroud for as long as possible. One flavor of necromancer can't cause chill so this effect was supposed to substitute for that. That's the rumor anyway. If the rune had been made for non necromancers it probably would have caused daze instead. Necromancers have that whole fear thing though, so we get this oddity.
