The skill description cooldown says its 1 sec, but I noticed there are times when the cooldown is 3-4 secs, and other times when its really 1 sec.I'm puzzled what causes this? Thus you can cast 1 Power Spike per 10 seconds after channeling the mantra once. This is also noted in the tool tip in game if I'm not mistaken.
