So what you can do is make the passive and active proc extra damage on your enemy on hit. If balance is a concern because you don't want guardians to burn AND do extra damage, make it so that the system calculates which stat (Condi dmg and power) the user has more of, then inflict either burn or extra damage depending on that. It also has synergy with traits, like Fiery Wrath and Radiant Power, both of which are used in power builds.Not to mention, Dragonhunter's Spear of Justice is that power version of VoJ you are asking for.
