Just want to make sure this is ok, can i buy the expansion for a friend who already owns the game and HoT already though website store, i already own the entire game she just needs last major updated pack to continue story line

I did it for a friend as well and didn't have any issues. I contacted support as well that day since my credit card payment wasn't going through, I explained that the expansion was for a friend and they didn't say anything about it.

I've bought both expansions for multiple friends, it's perfectly fine to do so.

You just have to make sure you don't accidentally use the keys yourself. Save them somewhere else, then send it to them.

Yea you can only buy the expansions for your own account in game have to use the web browser get code sent to a email and then copy past it to your friend.
