Hot and PoF expac question

I heard the news of players getting HoT for free if they just own PoF. I just own HoT and notice that PoF and HoT are the same price. I am just wondering the reason, if any, that accounts with HoT does not get PoF for free? Thank you for your answer in advance.

I think because PoF is the new expac...and you've been technically able to play HoT...for what, 4 years?

This is to encourage people who were on the fence with buying an expac.

It's not that different to buying a mattress, and then 6 months later, there's an offer of getting that mattress free if you get the bed.You're not suddenly able to go get the bed for free, just because you've previously bought a mattress

Are they both the same price? I thought previously, you could add Heart of Thorns for $20; I didn't think you could even purchase HoT separately.
