Mrs Lana.2506 Posted January 7, 2020 Share Posted January 7, 2020 Sending multiple mail messages in fast succession will earn a forced wait period, no matter who it's to. This is not a bug. If you're finding this irritating, might I suggest finding a guild that will let you use the guild bank to transfer items across, or make a guild yourself to do so.
