[Suggestion] Set animation interval for new otter enrichment to every 20 seconds

As the title suggests, can the otter animation be adjusted to be running at consistent intervals at something like every twenty seconds? Right now there can be a delay of ten seconds between animations up to over two minutes. I can have it equipped and not even notice because of how infrequent and inconsistent the animations occur.
