Phantasms don't work on octovine or often times new dragonstorm leyline targets.

Wondering if this will ever be fixed? Phantasms haven't worked on octovine in years (they spawn inside of it and stand there.) Sometimes you can get a ranged phantasm to work, but any other will fail. Same goes for the new dragonstorm meta event when fighting the leyline pylon things.
