Tried two different VISA debit cards and Paypal and got an error, however this was on my alt account (I wanted the Copper-fed Salvage-O-Matic for that account) and the payments would not post at all. I've submitted a ticket, they just copy-pasted the same message they have in their help page, so, uh, it wasn't very helpful. It's not an easy issue to fix since it's the "middleman" who creates the problem and not ArenaNet. Made 2 small succesful purchases prior and now the whitebox issue happens. submitted a ticket and they claim its my financial institution but its not. did the Cach clearing, reboots etc but no changes. frustrating!
