Sure, to match the class concept of Mesmer! And it should instantly recharge if you hit a target. Also because of the class concept, you know?

Oh come on... Let's just make it so there is a trait that make it instantly recharge when you use a shatter skill if we gotta talk about class concept, for each persona shattered it recharge it's cd by 25%.
