Yea apparently those two (boreal 24,28)  is the only ones they did that with hence my misstake.

Ask someone to send you a mail then login to every character and see if you can see the mail.

It is shared across the account.

The green text blurbs you get are npcs sending you information on your story progression not mails that count towards your mailbox limit.

If each character had a mailbox then you should be able to send mails bettwen your characters but you cant.
