Full deadeye specific changes are as follows:

  • Kneel: increased initiative cost from 1 to 2.
  • Players can now move while kneeling at 75% reduced speed.
  • Skirmisher's shot: reduced range from 1500 to 1200

I suspect in the PVE context you can still pylon kite.

 

 

So many sacrifices to get the ability to move at -75% speed while kneeled and a piercing DJ.

 

I'm speechless (but still curious for the piercing DJ).

I don't think this change to kneel is the correct direction to a more fluid gameplay, slower movement will not fix the problems of sidestepping aoes, and a initiative tax will actively hurt if you need to move fast, using kneel during combat should be important, if more flexibility is needed, remove the aftercast and skill interruption of kneel, adding the ability to immediately move and chain skills from both instances of rifle like a kit or attunement. 1500 is literally the highest player range you can have for any kind of ability.
Deadeye also comes with alot of tools to keep this distance, even with the kneeling mechanic, thanks to alot of CC and mobility options.

The entire reason why deadeye has a bulk of it's damage gated behind the kneel mechanic is exactly because Anet fears that the gap opening tools of the thief are too potent for this playstyle to be healthy, so you have to make yourself vulnerable by becoming immobile to be at your strongest.

Tools to avoid close combat were nerfed by increasing initiative cost on Deaths Retreat...so no they dont. Add reduction to stealth.duration on dodge to only allow 1s of stealth and its getting worse. Were approching an instance where they have to remove the bandaid patches on previous changes to deadeye/thief to make the upcoming changes worth making. Right now, unless they revert initiative costs on some deadeye skills that were increased before, no one is going to play deadeye because: reduction to range, damage reduction, initiative cost increases from prior patches...daredevil, core and specter may be the only way to play thief
