question does Karmic Retribution affect the ammount of volatile magic dropped by enemeys ive seen some people say it does and some say it dosent

 

also does the tier of Karmic Retribution have any effect?

It only affects the amount of Karma gained, with bonus Karma from enemies slain.

It's a bit trickier to answer than that.  When an enemy drops volatile magic, it's the same amount regardless of Karmic Retribution.

 

What Karmic Retribution does is it forces enemies to actually have some sort of drop in addition to the karma consumables.  You won't kill a mob and get no drop at all anymore, you will always get karma consumable and something else.  I believe it replaces all of the normal "no drop" table entries with volatile magic.
