Arcing Slice dmg vs downed targets

How does arcing slice work vs downed targets and their HP bars? I'm almost exclusively getting the low numbers, i.e. no bonus dmg for target below 50%. I think even when cleaving a downed player that is below 50%?

Might have to do with there being 3  life states: Alive, Downed, and Defeated and the below 50% HP rider only applying to targets in the Alive state.
 

Contrast this with Gravedigger which states that it recharges if it strikes downed target or one below 50% HP.

FWIW I think things like Arcing Slice, Final Thrust, and anything else with the Below 50% HP rider should apply to downed foes as well, class independent.

Hmmm, I see. Cause I'm always surprised when arcing slice does like 2k on a downed target thats nearly dead. In my mind its below 50% and the low numbers are just weird.
