Stutters when closing UI elements.

I'm experiencing stuttering whenever I close my hero panel (especially open on equipment tab) or sometimes even the guild panel.

I've tried doing client repair as well as trying dx9. I'm also occasionally stuttering when fighting or exploring.

165Hz monitor
SSD
16GB RAM

Started getting this today also, do you use blish hud?

 

Mines only happens for the equipment panel where everything completely freezes for a second and strangely a very slight micro stutter with the fishing panel, everything else no stutters at all.

Happens regardless of Blish HUD. The stutter also sometimes happens just by standing around a populated area or sometimes even during a fight in a strike mission etc. 

Seems like maybe it could be connection related or shader loading related, but I don't know, I wish I knew how to fix it.

dont know how long its been happening if im being honest but i noticed it today and now i cant unsee it (i havent been playing often if i was i would have noticed it earlier if its been an issue because currently i dont use hero tab)
