I was testing the Warthogs and just realized any Item you pick up can trigger Let Loose but I turns out there is a cooldown internally on Let Loose so it only triggers once.

picking up an item from forage is a weapon swap as it is a bundle item.

for easier testing, at least in pve/wvw  you can equip and keybind a kite/balloon to spamm a trigger for on weapon swap effects. however most ( i think all) on swap effects have a 9s cd or more

if you want to maximize ambushes/time you would have to ambush -> let loose -> ambush -> don't trigger let loose till you gain a new ambush naturally and then trigger let loose. this way you get 2 ambushes every 15 seconds. if you spamm let loose on cooldown its only 1 every 9 seconds.

That does make more sense, I can test that too. 

I guess there are ways around weapon swapping to trigger your second Ambush.
