Cooldown on CC?

In all honesty I wouldn't mind if say for instance if a cc connects it does not do damage if the enemy you hit with it has stability. Since they most likely won't be stunned knock down etc in that case. However without stability they got knocked around or etc they take the full on brunt of the force tied to that cc like how cc damage use to be in the old days  to an extent perhaps ?🤔 Either that or no damage on the cc if the target is  controlled in the end of the skill. However if they are not controlled due to stability  the person then being hit by the cc takes the full brunt of its power. Damage 🤔

The cc spam is real and it is intended since damage was nerfed globally by 30% in the competitive modes and every class/spec got mobility buffs. You can't win a fight at higher skill levels without massive cc and counters to cc in your build, because your damage is too low and the sustain / kiting ability of your target too high. 

That's basically how the game is meant to be played in 2023.

Every build I play has at least 2 stunbreaks, 2 movement impairing condition cleanses and one stability source.
