If they dont have devs that are able to tackle it, they should get them. They are not an indie company with 5 employees. 

There is 0 reasons to make excuses for them in advance.

Usually, games don't have the beginning of the story woven into the character creation either. But GW2 does.

We don't know what effect the spaghetti code could have on new races, if Arenanet tried to make a character creation without those story parts. Arenanet themselves probably don't know it either.

And those are not excuses, but possible reasons. I'm not excusing anything they do.

Personal story interactions are a complete non-issue… even with the existing races the story choices you make at character creation don’t actually matter… you pick 2 story quests and a minor aspect or side character that is completely ignored.

When is the last time your upbringing, biggest regret, or choice of deity mattered in the story as a Human? Your college, first invention, or mentor mattered as an Asura? Legion, Sire, and surviving warband companion as a Charr? Wild Hunt, time of birth, or belief as a Sylvari? Or your spirit guardian, heroic quality, or alemoot mistake ever meant anything as a Norn?

For one of those on every race it has never once mattered at all, for the others, they each just chose 1 low level story quest and then were promptly made irrelevant… the Charr are the only race where one of their choices actually carried over throughout the entire racial part of the personal story, but only barely, and the moment you are introduced to the orders every single choice you made at character creation is irrelevant again.

the only part of the personal story after joining an order that would even need to be touched is meeting destiny’s edge… and that could be handled by having you meet one of the existing members of destiny’s edge in the racial portion of the story and then from there its copy paste with new voice over for player character.

Maybe you should think a bit deeper than the outer shell of the story as it is presented to the players.

The personal story is coded into the character at its creation. It is quintessential to the very existence of our character.

We have no way of knowing how it will effect the spaghetti code, if Arenanet was to add races without a personal story.
