Is it still possible to complete the Mad Mementos Achievement?

It says I need a matter scanner that is no longer available to make the ghosts appear. If it's not doable why is it still in the achievements list?

According to the wiki:

"Additional ones can be acquired by talking to Magister Tassi if you do not currently have one in your inventory."

Perhaps it is bugged and Mahister Tassi does not currently offer the respective dialogue?

Only the old versions of the Memoires from 2012 (which are exact the same skins) are discontinued.
