Why isn't this bannable?

I mean, why is this happening?

I understand that spvp is a competitive game, but this is just too much. Here I was testing a new build and trying stuff out on my thief(on unranked might I add), and I get greeted with this? I reported this for verbal abuse and blocked the person, but c'mon! After that he/she proceeded to call my mother the "w" word and call me a "r" word. Can't a guy test a build on unranked without getting flamed like I stole somebody's money?

What is with some of you people? I usually just report and block, but I feel like the report isn't doing anything... Is this type of behaviour bannable or should I just ignore it because this type of behaviour isn't getting punished?

Unranked is meant for testing builds and overall memes lol... No one should take Unranked games seriously.

It might be unranked.. but honestly, you'll get nothing outta finishing high and chances are if you aren't already you won't on a meta build.. 

 

So play off meta in ranked, be a for fun Franky, not a tryhard Terry.
